ONG CCRC actively promotes verification, surveillance, monitoring and evaluation of institutional actions and processes in matters of public interest, to monitor their correct performance. It carries out liaison tasks with public entities in order to jointly formulate and operate exercises through which access to government public information becomes the key for citizens and public servants to access effective accountability and prevention of corruption. corruption.
From its scope of intervention, the Organization aims to make access to information not only a right, but an empowerment tool in terms of its systemic and functional virtues that allow improving the lives of citizens. Likewise, NGO CCRC is in charge of carrying out studies, participating in public forums, as well as linking up with thematic networks of the academic, public, business and civil society sectors.
Work in relation to the UNCAC
We participate as a Social Witness in public procurement procedures carried out by Public Administration entities. Likewise, we have designed and implemented methodologies for the evaluation, supervision, monitoring and accompaniment of government performance, as well as the various vocations of public entities. Activities carried out with the premise of preventing and combating unlawful conduct in public spaces in a generic way, but also of intervening specifically with actions that allow public management to move from a culture of corruption to a culture of legality, transparency and honesty, resulting in the construction of an open government, based on a good institutional design.
In its article 9, the UNCAC refers to the duty of the States Parties to adopt “the necessary measures to establish appropriate public procurement systems”; In this sense, derived from our participation as a Social Witness (registered with the Ministry of Public Function since 2008) and with the interest of disclosing the scope of the figure, in 2015 we created “Testimonioteca: A Citizen Window of Access to Public Information ”Www.testigosocial.org.mx, a portal that compiles and disseminates an important base of Testimonies issued by Social Witnesses, after their intervention in public contracting processes. The information contained in each Testimony allows to know technical, administrative and regulatory aspects of important contracting processes in Mexico. Through "Testimonioteca" we promote the Right of Access to Information, but also the development of citizen participation in contracting as a mechanism to prevent corruption in the Public Administration.
