- One of the important aspects that the Social Witness emphasized was the reference to relying on the results of the market research carried out by the entity in order to be considered as support for the definition of various points of the call, which will allow having more elements for decision-making regarding the supply of services related to the nature of this type of bidding process.
- We consider that due to the length of the sessions held in the Clarification Board stage, an environment that is not conducive to the proper development of the different work meetings is generated, therefore, it is recommended in the future that, depending on the complexity of the bidding processes, the convener prepares a program of sessions in sufficient quantity and adequate hours that allow the holding of work meetings in a favorable work environment for all participants in order to contribute to the success of the bidding process, that the new regulations on the matter contemplate the possibility of not limiting the number of sessions that, according to the nature of the process, require it.
